I agree, LT, in a way. The state of society in the UK is producing more juvenile crime, more juvenile piss-heads and junkies. The law of the land under New Labour seems to be `move them on`, or actually just SIT on the problem, until the little dears come of age, and then try to deal with it, by which time it`s ingrained.
Stopping Crime needs to be tackled more effectively with juveniles. Can`t blame the Cops who don`t make the laws. So, yes, the Labour Nanny State has to take the blame.

I was talking to a colleague yesterday. Her son, aged 21, is in the process of attempting to enlist as a PCSO with North Wales Police. He wants to sort of dip his toes in the water and get some experience before deciding to commit to a career in the force. Which is fair enough, I suppose.
He`s had to take a `Welsh Test` - this doesn`t, apparently require the candidate to be a fluent Welsh speaker, it`s more about being able to pronounce Welsh place names reasonably correctly. It is also a fact that many folks living in North Wales (including locally born & bred) don`t speak Welsh, and don`t pronounce place-names correctly either. My colleague`s son is nevertheless put through this Welsh test as part of his entry requirements to the Specials. He has never been asked if he can swim, but we`ve got Bala Lake, the River Dee with many deep or dangerous patches very easily accessible to public, and a few reservoirs, but never mind. You`re in if you can say their names right!

I think it's healthy to have a mix of vocational and academic styles of learning. Modern Police work can be pretty complex and Insitutions like the University of Brighton offer a place where specialists can deliver quality education. I don't think it's realistic to expect the old style of training facilities to teach all of the required skills in modern policing mehods.

We ask a lot of these support officers if we expect them to act as trained life guards as well. Should they also know how to rescue people from burning buildings, perform emergeny first aid and disarm bombs as well?

I think if you are looking for something to blame then it would be worth consider the health & safety culture rather than training. If these people must be told quite often that they can't do this or that, no wonder they are hessitant to act and put themselves in danger.

It`s sad Dingo, and sad that the general public don`t seem to be aware - yes, it might sound good on paper that everybody and his dog can get a Degree or a Diploma in Higher Education. Sad that we seem to think this is progress, and shun the word `training` as demeaning. Practical professions need training in practical skills, not paper assignments at colleges.

Swimming and life saving....
I'm not going to comment on the tragedy of the brave lad who died trying to save his stepsister.
There have obviously been discussions about it but today I discovered that you no longer have to be able to swim to be a police officer and, obviously, you don't have to complete any lifesaving skills.
How I remember struggling at training school with that test. Still I expect that it was a cost saving thingy, so that's alright then. Of course a lot of the training schools have gone now being replaced with courses in pseudo Universities.
A police officer that can't swim? Well, whatever next. Will there will be officers that cannot read and write properly. Probationary officers that are paid to attend remedial learning classes in English. Oh sh*t, yes there are.

I had to be able to swim and had basic lifesaving instruction when I joined. It is not the case in Sussex now. Bye bye police training college hello course at Brighton Uni. As LTNS states, New Labour etc. etc.

I`m wondering, is it a basic requirement for all proper policemen to be competent swimmers? If not, then those H&S guidelines are fair. I`m also wondering, if the First Responder had been a non-swimmer regular policeman who didn`t dive in regardless...it wouldn`t have given ammunition to the anti-PCSO lobby, would it?

The PCSOs apparantly arrived after boy had been in the water for some time although there is no mention of how long. That is a key factor.
The water was not clear and there was no idea where the boy was.

I would hope that if they had seen anyone in trouble they would have gone in.
Lack of training is useless excuse.
Not being able to swim may be.

This has absolutely nothing to do with the police uniform or the fact that the were Community Support officers. Any human being would have tried to do something. This has to do with the individual and hiding behind the health and safety rules and regulations is just a cop-out!

The trouble is that because they were in uniform they can be held to account and so the police are forced to excuse what is basically an inexcusable action.

have said this is the problem of dressing these people
in Police Uniforms.
These Community people have come in
at a Cost to Real Officers - who have been downsized,
Brown/Blair are using these temps to make it look good,
but infact it has made the UK worse in many cases
simply because Real Police are downsized.
