Why is it that these local authorities seem to jump into bed with just about any company that is glossy enough on the surface - but on investigation has very little of substance behind it. Witness Karis and Veolia for starters. In every case costly concessions end up being made by the local authorities in question - at the expense of the local counciltax payer.
