I suppose that as far as the average car driver is concerned the chaos is more in the lack of parking opportunities then the actual parking fine rules.

I can’t imagine the man or woman on the street will see it as chaos. There maybe some chaos at the local authority but isn’t there always!? The people who park legally won’t notice a thing I’d imagine.

Why would it cause chaos? It may cause a bit of confusion but not chaos. If you park illegally you get fined that hasn’t changed.
