I recollect that the cod is actually over-fished generally speaking and therefore at risk of running into such low stocks that the continued survival of that specific species may well be at risk. To therefore restrict the quota would not be ill conceived. From reading the article you allude to LTNS I gather that the issue the local fishermen have is more to do with how the directive has been interpreted by Defra.
