Having read the article it seems to me as if this is not something that has happened but something that could happen. quote: The federation says poor drafting gives ministers so many reserve powers to direct housing associations that it in effect "nationalises" them, turning them into public sector bodies.
If that happens, the federation says, the associations' £35bn of borrowing will come back on to the government's balance sheet.
