Whoops: Flint unwittingly reveals New Labour's private fears over house prices



As well as undermining Government
attempts to talk up the economy,
there were also fears Flint's slip-up
could undermine confidence
in the market still further.

It also overshadowed
a major announcement by the
Chancellor aimed
at heading off the 10p
tax row by announcing compensation plans.

Ms Flint beamed at photographers
as she carelessly
exposed the bleak
assessment when she strolled
into Number 10 for
the weekly Cabinet session.

The typed document,
headed "Caroline Flint - speaking notes",
had a sticker attached which said
"Papers for Cabinet meeting 13 May 2008".

It pointed out leading
house price indicators
were predicting reductions
in prices for the first time in recent years.

"Given present trends,
they will clearly show sizeable
falls in prices
later this year - at best down
five per cent - 10 per cent year on year,"
it said.

On construction, she wrote:
"Housebuilding is stalling.
New starts are already down
10 per cent compared to a year ago.
Housebuilders are predicting further falls.

"Having seen net additions reach
roughly 200,000 in
each of the last two years,
the figure for 2008-9
is almost certain to be
well down on that."

Flint's document to prompt her
in a Cabinet meeting lays bare
the truth about the housing crisis.
One note reads:
'We can't know how bad it will get'

The notes also highlighted the rise
in mortgage defaults but insisted
the number of actual repossessions
was still only a third of the 1991 level.

They continued: "Underlying demand for
housing remains high and
the fundamentals of the economy are sound.

"But the market
is being affected by
the global credit crunch,
which is making it difficult
for many who would like to buy to do so.

"We can't know how bad
it will get. But we need
to plan now to put in place
effective measures against
the risk that it does get worse
and to prepare for the upturn."

Flint says the Government was
"playing its part" to get the market
moving by advising homeowners about
repossession and through
the Bank of England's £50 billion
liquidity injection.

A package of measures
for first-time buyers
will be announced tomorrow
when Mr Brown outlines his draft
legislative programme for the next
Parliamentary session.

In bold, and underlined,
his Housing Minister declares:
"It is vital that at this
time of uncertainty,
we show that we are on people's side."

The Government would never intentionally
release such details to the public
and never issues forecasts on the market.
Its dire warning, which came after
the release of more gloomy property figures,
also flies in the face of earlier
statements by Brown dismissing
fears of a house price crash.

The latest survey from the
Royal Institution of Chartered
Surveyors showed that 95.1 per
cent more surveyors saw house prices
fall than rise in April, up from 79.4
per cent in March.

Loans for house purchases
also plunged to 142,000
between January and
March to the lowest
rate of approvals on
record since 1975,
according to the
Council of Mortgage Lenders.

Downing Street refused to comment
on the "leaked" document.
