Following the flooding of the West Country and with fears that the Thames Valley may suffer a similar fate we really need a government that will act!
What is this world coming to when the MoD will not mobilise to the relief of thousands without being guaranteed payment first?
The whole thing looks like a shambles and it needs sorting!

What can they do? years of neglecting the infrastucture but building everywhere is the main cause.
Will take billions now to upgrade drainage and sewage so it can cope with adverse weather conditions.
As for the MOD they don't have the manpower of finances, thanks Mr Brown you held the purse strings for the last ten years, your now reaping the result.

We have no Civil Defence, but theres a budget for one it exists on paper where are they when needed or is it just another quango..... |

Let's put this in context. Water services in England and Wales were taken over by local authorities from the late nineteenth century onwards, and a mixed pattern developed with some individual authorities running water companies, some large inter-municipal operators, and a surviving handful of private water-supply only companies, which were strictly regulated by a simple cap on their profits at a maximum rate of return of 5%.
Then, in 1989, the Thatcher government 'privatised' water services largely basing their claims on
1 - the private sector would be more efficient
2 - private companies would be better able to finance the large investments needed
3 - privatisation would create competition.
Though there was indeed an increased drive for efficiency this was by and large profit driven and seemed to take the form of reducing the workforce. There has been very little evidence that large scale investment in the water system has taken place. And the way in which privatisation has been organised competition is virtually nil as the various companies have effectively been given a 25 year monopoly on the water systems they control.
We now have a government that is unable to succour its electorate during an aquatic environmental disaster and companies like Severn Trent which can claim profits of nearly £300 million this year.
