This idea is back, after being dropped last week. Will it happen in Brighton and Hove and Portslade, in some of which there are plans for communal bins? How will the weighing take place with those?

HA! I did try and start a discussion on this with a thread on the national news "A new meaning to "additionality"? but it got hijacked by LTNS and his myopic hatred of all things Bush/Blair/Brown?New Labour. Here is what it said:
Whilst working in community development and regeneration I came across the term 'additionality'. The term indicated the exclusion zone of certain types of funding to a local area. Funding that was designated "additionality" for instance was not meant to go towards paying for 'statutory' provision - such as (statutory) education, local policing or the maintenance of public highways.
As in for instance the provision of the wages for a local police sergeant - as was the case here in East Brighton for a period. Or as for providing the funding for traffic control measures - which is something the local Council here in Brighton argued for. Or the provision of 'security' fencing - which is something a (now defunct) local school requested. It was a fine line but to illustrate; the provision of an after-school club was acceptable but the provision of class-room assistants was not.
It seems now that 'additionality' has moved on from its humble origins. It no longer merely refers to the provision of public services above and beyond the statutory. It now means what we will pay statutory authorities above and beyond what we already pay for the provision of statutory services. quote: -------------------------------------------------------------------------------- Councils in England are to be given the power to introduce pilot schemes to charge households according to the amount of rubbish they throw away. --------------------------------------------------------------------------------
here I accept that as individuals we do have a responsibility to ensure that we reduce the amount of discarded waste, through recycling/re-using, composting et cetera. My motives being primarily to minimise the growth in landfills, reducing the need for incineration and ensuring, in so far as possible, that forestation is maintained.
It seems that The Department for Environment, Food and Rural Affairs (Defra), run primarily by non-elected civil servants is all for the idea of charging individual households for discarded household goods. Thankfully our elected representatives, including the PM G. Brown, are less enthusiastic. |

It is still not clear what Corrupt New Labour will do. Maybe they will send it to Newhaven to be burnt once that place is built. |

Euro Models can not work in the UK.
They will end up Burning it all just before the fines are to be issued. |

So they are all in LTs' loft. Containing what?
We do not have to turn back time for everything. Take you own bags and boxes to supermarkets.
Bringing back deposit bottles is now replaced by recycling centres. If we have deposit bottles they will have to close.
As said previous threads supermarkets should sell as much as possible in loose quantities to be weighed at check out.

Interesting that the politicians identify a problem - that many people are not sure about what items to put where, for recycling. This is because 1)there are still some refuse operators who aren`t sure what to take and what to reject. (Solution: training /education for refuse operators.) 2)Many householders are still pretty new to recycling, due to local councils dragging their feet to get recycling collections going throughout their territories, there have been `pilot` areas for ages, but they`ve been slow to go the whole hog. (It`s only like learning to feed a washing machine, identifying dfabrics that run as well as separating by colour. Not rocket science, is it?) (Solution: Defra could do some telly and radio `public info` ads. EDUCATE people, for God`s Sake! USE the media!) |

| Un-bloomin'-believable ... then again ... hey why not ask them how often they cross dress and whether they prefer putting garden rubbish out while dressed in a pink frilly apron while they are at it! |

From todays Argus 3 East Sussex sites are to be looked at for Massive London Waste.
Does this mean since they are paying we get a refund? |

From experience - NO! Up here there`s a landfill site that takes waste from Liverpool. The villages either side of the site don`t even get a reduction in council tax. Protests have been made since it was first proposed and are still ongoing now that it`s up and running. |

Same as anywhere else where they do Landfill,Silly! They dig a bloody big hole, shovel the ground up into bloody high banks all round it, then pile in as much shit as it will hold, promising it won`t stink for miles around, and to eventually put a nice grassy lid on when it`s full, while they dig out another scar in the landscape somewhere else for the next lot. Sussex beware - We have ourinflux of un-recycled waste from Liverpool, and that`s bad enough, but I bet London has a lot more trash to dump in your backyard than Liverpool can produce to dump in ours! |
