this government is genuinely F*cked motorists will at some stage re-act in a confrontational manner,so badly worked out just another scam by the authorities to screw the motorist

I can’t imagine the man or woman on the street will see it as chaos. There maybe some chaos at the local authority but isn’t there always!? The people who park legally won’t notice a thing I’d imagine.
I suppose that as far as the average car driver is concerned the chaos is more in the lack of parking opportunities then the actual parking fine rules.
