There was quite a discussion about Woolards Field at one stage with the principle problem being the conditions put on it by the Woolard donors who had insisted at the time of gifting that the field be given over to some sort of community activity if my memory serves me right.

In that case it depends upon the upset it causes. At least it keeps them off the roads. If it is bad for local residents then you may as well build on it.
